How Can I add different page in first page of website in html code .?

I have develop a webpage in html code for develop a complete website and I want to add more pages in this page using html code.I did try in different ways but can not add different pages .Can anyone suggest me how can I do this ??

Have you tried frames? It will be help full. Are you trying in content management system?
