Error Raising Process

Could some one explain me What is ticketing or error raising process in relates to software testing...

It is process where the application is tested at user level and bugs or errors raised are opened as tickets with priority of errors assigned as high, low and medium .These opened tickets are to be fixed by devlopers again and closed.
