The only down side to phpmyadmin is that I heard when downloading a database backup of a very large forum, it tends to timeout. Some even say that it downloads the entire file, but somewhere along the line it corrupts the file. Personally, I haven't had to use it to restore any databases, but download copies of my databases weekly just in case!

best thing i've ever used is a program called NaviCat, its about $30 but its really worth it, it works on windows, mac and linux
