Do I need to have administrator privilege in my Windows environment for extracting and getting the serial number of Hard disk by doing windows programming.

Yes I am sure you need administrator privilege in Windows environment for extracting and getting the serial number of Hard disk using windows programming. But how to set privileges and what is its name I am not aware. But I am curious to know after reading your query. Hope someone would post their suggestions and reply.
