    Hi All,
    According to me a test plan is the project plan for the testing work to be done.We do test plan becasuse it guides our thinking.We found that if we can explain something in words we understand it.
    The IEEE test plan template consists of
    1)test plan identifier.
    2)introduction
    3)test items
    4)features to be tested
    5)features not to be tested
    6)approach
    7)pass/fail criteria
    8)suspention and resumption criteria
    9)est deliverables
    10)test tasks
    11)enviornmental needs
    12)responsibilities
    13)staffing and training needs
    14)schedules
    15)risk and contigencies
    16)approvals

    As per my knowledge contents of test plan are
    1. Goal
    2. Reference Documents
    3. Functionality/Area to be tested
    4. Functionality/Area not to be tested
    3. Test Approach- (High level test overview)
    4. Acceptance/Entry Criteria
    5. Risks and Contingencies
    6. Major mile stones
    7. Resource requirement (Staffing, Training etc.)
    8. Detailed testcases
    9. Appendices

    According to Foundation level book on istqb by Dorothy Graham and Rex Black, Test Plan consists of :
    Test plan identifier
    Test task
    Test item
    Test deliverables
    Features to be tested,
    features not to be tested,
    Item Pass/fail criteria,
    Suspension and resumption criteria,
    Risk and contigencies
    Reliability
    Environmental needs
    Introduction
    Staffing and training needs
    Schedule
    Approach
    Approval

    These are mentioned in IEEE 829 standard test plan template but depending on project, organisation and other factors Test plan may include some more features as well as remove some of the features from this template.

    According to me
    Test plan is the project plan to complete the project activities.
    Test plan template contains
    Testplan identifier,approach,approvals,pass/fail criteria etc.

    Test Plan :

    It is a document describing the scope, approach, resources and schedule of intended
    test activities. It identifies amongst others test items, the features to be tested, the testing
    tasks, who will do each task, degree of tester independence, the test environment, the test
    design techniques and entry and exit criteria to be used, and the rationale for their choice,
    and any risks requiring contingency planning. It is a record of the test planning process.
