Qualification for Software Testing Outsourcing

With the Maturity of processes in IT and specially in Software Testing , I wonder if there is any quick reference in terms of parameters that one should consider for evaluation a software Testing Outsourcing proect / deal. My Questions are:

- Is there any set of standard Paramenets through which this can be evaluated if outsourcing makes sense or Not.
- Is there any standard Matrix that can be followed to measure the effectiveness of the Testing Outsourcing.

It would be really great if someone can explain.

* Check whether tester are certified tester or not
