I have downloaded Oracle 9i but have no idea

Pardon my ignorance, I am very new to Oracle. I have had experience with MS-Access that is the only database tool I know. I am interested in learning Oracle. So a while back I downloaded Oracle 9i from the Oracle website. The installation almost crashed my laptop but finally I got it on. Then I started learning SQL.

I am not sure what download did I use. If I want to create a database does Oracle have visual tools to create the front-end. How do I go about designing a full fledged application in Oracle?

Also can anyone post some names of good books on Oracle.
