Perl Script Scheduling On Unix Webserver

A perl script was written which scrapes news headlines from a website. It was working correctly on windows machine, the most recent version of activeperl. After moving the script to the actual Unix webserver, these are the problems:

1.) How to go about scheduling the task to run on a regular basis?

2.) Does the perl script have to be in the cgi-bin in order to execute? After leaving it in the htdocs folder, which when run, didn't produce any of the desired results.
