OEM stands for Oracle Enterprise Manager and OMS stands for Oracle Management Server .I know that Oracle Management Server (OMS) is the middle tier component of the Oracle Enterprise Manager (OEM) which is part of OEM framework. Let us wait for further details from other members to learn more on this.

OEM oracle enterprise manager provides a graphical interface for most of the database operations, including storage management, backup n recovery and performance tuning.
This is now the web based database control starting with oracle 10g.

OMS Oracle mangament server is OEM's repository for additional configurations such as making a datagaurd setup using grid control requires creating an OMS.
