Estimation Tool

We are in development project with forms ,reports and packages. For any new/existing development of forms,reports, we need to have an estimation tool . The estimation tool should tell the developer, how long a package or forms should takes place, so that it is easy for commit to the client.
Does any one have good estimation tool for oracle project(forms,reports and packages). If anyone finds it, kindly provide us the same.
