Why does it seem that scrollbar colours don't work when I use:

< !DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">

Try applying the colors to html as well as body.

Should use a Strict doctype.
