can a GC holder sponser his/her blood relatives

is it true that a GC holder can sponser his/her blood relatives ..bolld relatives i mean mother ,father ,sis ,brother etc....

my sis she is GC holder ( 2004 june)... and other(jan 2005) .can thro an ony on eof them can i get GC......iff yes

how many years does it take......
