Question Delimiter Replacement

My input named as sample.txt has input as below:
xxx yyy zzz
www eee qqq


The spacing between each set/block of words is tab.

But I want to replace the delimiter between them with symbol &. I want to do this for the thousands of records stored in this file by a command script executed. Kindly guide me on this.
