Function not available to this Resp Error !!!!

Hi,

I am facing a problem while running the customized form.
I've done all steps correctly..
1. Registered form
2. Created a function for this form
3. Created a menu with the function
4. Attached menu to my responsibility.There r no menu exclusions.

But, when I swith to my responsibility and try to open the form it says
" Function not available to this responsibility, swith responsibility or contact ur system administrator"

Can any one plz tell me what cud've gone wrong???
System profiles maintenance mode is normal..
In some sites I observed that disabling the maintenance mode and then bouncing the apache server can solve the problem. If that is the solution plz tell me how to do that.
