pa_expenditure_items_all with assignment_id as 0

I got custom interface program which inserts data into pa_transaction_interface_all.

The records are having valid assignment_id in interface table.

Later on when I run PRC: Distribute Labor Costs – which will insert data into pa base tables.

There is record inserted in pa_expenditure_items_all with assignment_id as 0.

How to debug it..

Check in Metalink ....no clue....

Please help
