There are plenty of opensource forum available in the web...All you have do is that..just download them and try to understand the coding structure and modify according to your requirements.

We are using phpBB forum to develop forum and we have succeeded in it ..just give it a try ...or else it is going to tiresome work to re-invent the wheel...

yes we have lot of open source scripts available for forums.
Like Phpbb, SMF, Mybb.
